Region 4 Seeds at 126

I'm just wondering if anyone has an explanation of the seeds at 126. A simple one is that Jackson Stewart is the lone person to beat Lucas Talley this year. If that is the case I can't find those results anywhere on here or in Bearhugger's list of matches at this weight class. Is that indeed the case?

The word on the street is Stewart defeated Talley 4-3 in the last match of the season. The scores were not posted yet.
