Do the schools just choose what classification they want to be in?

Obviously, classifications are based on school enrollment size I believe. I'm not absolutely certain, but I'm reasonably sure a school can ask to be moved up in classification to compete with larger schools but not down, of course. I also believe the move affects all sports, so it can't be done for just one particular sport.
