can your team have more than 18 weigh ins as long as a wrestler doesn't weigh in more than 18 times?

It is for wrestlers, not the team. On the same weekend a team can send it's varsity to one tournament and it's JV to a different tournament and have 2 weigh-ins per weekend, but the individual wrestlers on the team will not exceed the season weigh-in limit.

According to the SSAC handbook 18 weigh-ins are per team

“31.4. Maximum Team Contest: A wrestling team will be permitted to have 18 weigh-ins exclusive of regional and state tournaments. (Revised 2018-19)

31.4.a. Dual, triangular and quadrangular weigh-ins count as one weigh-in. Weigh-ins in which five or more schools participate count as two weigh-ins. (Revised 2018-19)”
